Assistant Director of Aviation, Landside Operations

Freddie Kirtley has worked for the Clark County Department of Aviation since 2006 and now serves as Assistant Director of Aviation, Landside Operations. In this role she oversees ground transportation, which includes limousine and for-hire shuttle services, inter-terminal shuttles, Transportation Network Companies, and one of the busiest taxi loading operations in the world. Additionally, Kirtley oversees all parking, including public and employee lots and structures; curbside management in the airport arrivals and departures areas; and airport roadways, including traffic management and vehicle assistance.
Before taking the helm in Landside Operations, Kirtley served as McCarran International Airport’s Terminal Operations Customer Service Administrator focusing on numerous customer service initiatives, such as the implementation of the Automated External Defibrillator (AED) program. In the decades prior to joining the Clark County team, Kirtley held upper management positions in the aviation industry, working alongside the Federal Aviation Administration, Department of Transportation, and other local transportation and tourism entities.
A native of Draguignan, France, Kirtley earned a bachelor’s degree in Marketing and Tourism from the University of Toulon, France. She is a member of the International Parking Institute, a graduate of the Clark County Leadership Forum, and is International Airport Professional (IAP) certified from Airports Council International.
