The Clark County Department of Aviation
has established a Disadvantaged Business Enterprise (DBE) Program
and an Airport Concession Disadvantaged Business Enterprise (ACDBE)
Program in accordance with the requirements of the U.S. Department
of Transportation set forth in CFR 49, Part
23 and Part
26. The programs are designed to promote equal contracting opportunities
in construction, professional services, and airport concessions.
Participation in the program requires certification as a DBE or
ACDBE. DBE participation requirements are explained at pre-bid,
pre-proposal, low bidder, pre-construction, and pre-proposal conferences.
Assistance is given to architects, engineers, contractors, and prime
concessionaires in meeting the provisions and goals of the DBE/ACDBE
programs, particularly during the bid/RFP processes.
McCarran is part of the Nevada Unified Certification Program (UCP),
and is one of three certifying agencies. Certification by the Unified
Certification Committee is recognized by the Nevada Department of
Transportation (NDOT), Airport Authority of Reno/Washoe, Southern
Nevada Regional Transportation Commission, and Northern Nevada Regional
Transportation Commission. A unified directory of certified DBEs/ACDBEs
throughout the State of Nevada is maintained by NDOT and can be
accessed at www.nevadadbe.com
As a recipient of funding from the U.S. Department of Transportation,
policy directs that certified DBE shall have the maximum opportunity
to participate in the performance of contracts assigned in whole
or in part by funds granted by the U.S. DOT.
