The Clark County Department of Aviation has established a Disadvantaged
Business Enterprise (DBE) Program and an Airport Concession Disadvantaged Business
Enterprise (ACDBE) Program pursuant to the U.S. Department of Transportation’s Code
of Federal Regulations, Title 49, Part 23 and Part 26. The programs are designed to promote
equal contracting opportunities in construction, professional services, and airport
concessions. Firms must be certified as a DBE or ACDBE to participate in these programs.
Applicable goals are explained at pre-bid, pre-construction, and pre-proposal conferences.
As a recipient of funding from the U.S. Department of Transportation, policy directs
that certified DBEs and ACDBEs shall have the maximum opportunity to participate
in the performance of contracts assigned in whole or in part by funds granted by
the U.S. DOT.
McCarran is a member of the Nevada Unified Certification Program (UCP). McCarran
Airport, Reno/Tahoe Airport and the Nevada Department of Transportation (NDOT) accept
DBE applications and conduct certification reviews and site visits of applicant
firms. Once application reviews are completed, the UCP which is comprised of McCarran
Airport, Reno/Tahoe Airport, NDOT, and the Regional Transportation Commissions (RTC)
for Washoe and Clark Counties meet on a monthly basis to certify eligible firms.
The agency that processes your application will be the agency you contact for all
questions, but your certification will be valid for all of the agencies in the UCP.
